Murang'a Seal boss details bold reforms for transforming football governance in Kenya

Robert Macharia proposes bold reforms to enhance transparency, financial accountability, and autonomy in FKF's football governance.

Robert Macharia, the elected NEC Member for the Central Region has proposed key agenda items for discussion in the upcoming National Executive Committee meeting of the Football Kenya Federation.

His proposals aim at providing direction in football governance in Kenya as he raised concerns about transparency, autonomy, and proper management at both national and regional levels.

The proposals outlined by Macharia will look to enhance accountability, improve governance structures, and foster greater independence among FKF members.

Strengthening FKF's internal governance

Robert Macharia noted that one of the biggest issues facing FKF is the influence of the Presidency and the Secretariat.

He believes that for the federation to be independent, there is a need for integrity in decision-making. He proposed that all FKF Standing and Judicial committees should be allowed to operate independently, with full support and cooperation from the Secretariat.

In the statement released, Robert Macharia added that there needs to be enhanced financial oversight. He believes that having an elected NEC member, other than the President and Vice President, should oversee.

This, he believes, will ensure that financial transactions remain transparent and properly scrutinized. He added that the FKF National Office should provide truthful and detailed financial transactions and bank statements to NEC members every month.

Competitive hiring and procurement policies

The Murang'a Seal boss added that chairpersons and members of national Judicial and Audit Committees, as well as all FKF staff, should be hired competitively.

The process of hiring should include advertisements in at least two national newspapers and FKF's social media platforms.

“All goods and services required by FKF be procured competitively through public invitation for bids and tendering process in at least 2 local dailies and on all FKF social media handles,” he added in the statement.

Financial Support for Regional Offices

To ensure the smooth operation of regional FKF offices, Robert Macharia pointed out that all elected NEC members should receive a minimum monthly allocation of Ksh 250,000 to cover administrative costs such as office rent and staff salaries.

Robert Macharia added that elected NEC members should be given exclusive authority over football-related activities within their electoral zones.

He added that they should be allowed to secure sponsorships and financial deals independently to create new revenue streams to support football activities at the grassroots.

Strengthening women's football in Kenya

He added that a NEC Office for Women's Football Affairs should be created and it should be responsible for overseeing women's football activities.

The office needs to have chairpersons from the Women, Youth, Leagues and Competitions, and Technical Development Committees.

“NEC Office of Women Football Affairs to have its own bank accounts into which all women funding, grants and sponsorships are to be channelled,” the statement further read.

“The mandates for these accounts shall 3 of the 4 Chairpersons of the Women, Youth, Leagues and Competitions and Technical Development Committees to sign with the signature of the Chairperson of Women Committee being mandatory.”

Independent management of FKF national leagues

Macharia proposed that a non-profit private company should be incorporated to oversee the operations of FKF national leagues.

The board of directors would include representatives from various league committees and stakeholders.

He added that a separate non-profit company should be incorporated to handle all affairs related to match officials in FKF national leagues.
