The Gunners harboured faint hopes to push Manchester City for the title, but that was all but the loss all but dashed any chance.
Arsenal were playing the chasing game after Manchester City's 3-0 win at Everton earlier, but they suffered the same fate as losing by the same margin at Emirates.
Arteta's boys had more chances in the first half, but the Seagulls went ahead six minutes after the breather through Julio Enciso.
Deniz Undav and Pervis Estupinan struck late to end any chances of a comeback.
"First of all, we have to apologise," Arteta apologised and called the result unacceptable.
"We started to lose a lot of duels, and obviously, the way we conceded the goals is just unacceptable at this level, and after that, we had no answers to get back into the game.
"Last week, we were proud and stood with our chest out after the performance against Newcastle."
"And today, we have to apologise for what happened in that second half. That is nowhere near the level that we have to show as a team and as a club," he added.
The result leaves Arsenal, 81, trailing Manchester City by four points with only two games to play.
