Barcelona were expected to return for Williams next summer; however, unlike the previous transfer window when their main competitor was Paris Saint-Germain, more big players from the Premier League are now in the mix.

Williams on the Premier League's radar
According to a report from Football Espana, these four English top-flight clubs—Manchester United, Tottenham, Arsenal and Chelsea—have all registered interest in the Euros winner, and per the Athletic, Williams is increasingly open to the idea of moving abroad.
Last summer, it was reported that he prioritised a move to Barcelona if he were to leave Athletic Club, as he wanted to remain in Spain, and he has a cordial relationship with some of Barcelona's players from the national team, especially Lamine Yamal; hence, he quickly rejected PSG’s approach.
However, he is now believed to be more welcoming to a move outside Spain, and Barcelona, who are still keeping tabs, are believed to be uninterested in a bidding war and will only return for Williams if he prioritises them.
